Because the threat of permanent disability is a more effective deterrent to those who would otherwise ignore unconstitutional laws.

They don't want to hear the petitions.

They wouldn't grant them in any event.

And nobody much cares because people generally don't have much sympathy for felons, and those that do don't like guns anyway.

Should be funded, that doesn't mean they've all got to be approved.
