As the first strike in war against terrorism, let's take their wallet.

For example, Osama, as a Saudi prince, has significant private wealth.  He doesn't carry it with him.  Trace the accounts and confiscate them.  Withdraw all aid to countries who harbor or support him.  Freeze the accounts of the harboring countries leaders.  Trace the source of incomes to the accounts.  If the Swiss don't like it, then they are either with us or against us.

All of this would take little more than some research.
