At the range I found some .300 win mag brass that was headstamped "FC HE 300 WIN MAG". I know FC is Federal Cartridge Co. but what is the HE for?

Probably "High Energy." Their hot loaded magnum within a magnum. Their -06 High Energy has almost the power of the regular .300 Win. Mag.
