Yes they are preban.  They probably do not drop free when loaded.  The front of the mag has no metal, hence the designation non full metal lined.  



PS in how many forums do you wan to know that they are preban?

Was just trying to get a quick response, and figured there would be more traffic in GD than in the Glock forum.

I thought all preban mags were marked pre-ban.
