Everyone is making a huge deal out of GWB approval rating, or lack there of, what was Regans or Clintons around this time?

Clinton?  It was high.  Why?  Cuz people had "jobs" and "money" and the "economy wasnt tanked".

Believe it or not Clinton's rating never got as low as Bush's is now.  

GWB's approval ratings are in the shitter...
