Perhaps a pressure release valve got stuck?  Don't know what else could cause something like this.

power transformer.

try to put 480VAC on a motor that has moisture in it's armature.
   
Imploded tank…  Take an empty storage tank that has been drained of water and had its atmospheric vent closed and try to suck it dry again and it makes a loud noise when it collapses.

Most likely a transformer blew.
I spend my work days around construction companies and we sometimes do water projects.
The larger pumps don't use 480V they use 13.6k or 7200k. One of those suckers blows and it will rattle windows in a large area.

+1.  The very same thing happened to me last year.  A water station about two miles exploded and chlorine gas hung in the air for a half a day or so.  The entire area was evac'd (except for me).  I waited armed and ready for looters that never came.

Hydrogen is a significant component of water, and everyone knows hydrogen is extremely flammable.. Oxygen, the other component is an oxidizer. Water explosions are extremely common, but are covered up by the .gov and the illuminiti to maintain the status quo.

Think about that the next time you risk your families life by turning on the tap.

Pump station or treatment plant?

If a treatment plant, then there are a lot of nasty chemicals.

If pump station, there isn't much there.  Pump might have blown up, but not bloody likely.

Cl2 gas doesn't really hang in the air.  It is heavier than air and will run to the lowest area.
