If I wanted to put a 11.5" barrel on my AR15, do I need the local LEO to approve it before I send in my $200 and the form to the ATF?

uh, yes.

But send it in w/o one and tell us how long it takes before they alert you to the omission.

OR (depending where in Texas you are, as in my case here in Houston you can forget an LEO sign-off) become a LLC and by-pass the LEO alltogether.

Most of which is covered in the "proper" forum (General/LEGAL).

the answer is NO

like MrWilson says.......you become a LLC and forget the rest of the crap.
