Logan is the current U.S. President on 24. He is a real asshole/snake/wimp/bureaucrat/politician/cocksucker, and he is trying to screw over Jack Bauer.

BTW: I have never seen 24. I was in Kosovo for a year, now have been in Thailand for 7 months. It's not on my cable package. I just can't wait to get it on DVD! As soon as I get a copy, I'm going to get a couple of cases of San Miguel, some pad sieu, and sit in front of the tube for a few days, then sleep.

He was just making a pun. Joking on the square simply means you are joking about something, but you kinda really mean it sorta covertly. Like asking Bill Gates if you could have a bag of money in person if you ran into him. It doesn't necessarily have sexual connotations, but more often than not it does usually involve a man joking with a woman.
