It was an undergrad students project, that kind of took off and amassed a following.
There's regular updates and it seems like a good program.
And it's free, so it's not some stolen crap potentially laced with a trojan or some such warez kiddy bullshit.
There's plenty of free software out there that's just as good, if not better than some of the commercial stuff.... Really isn't much of a reason to fuck around with illegal P2P programs and such. Just aint worth it unless you have a complete lack of morals, or selective ones like many people nowadays.

Regardless, yeah.... You can do all sorts of things with it, just like many of the high-priced options, PLUS there's a forum with a small, but dedicated community there too. Point being, if you need help, there's a pretty darned good chance you'll find some there. Nice people too, incidentally.
The GIMP is an EXCELLENT program but it can also be quite daunting to learn for someone who's never done any of this type of work. I really don't recommend it for absolute beginners, but that's of course, just my opinion.
