After someone has contacted their senators and reps, who should they contact then?

Head of the Senate...President....who?

and give the whole sorry lot an earful, starting with something like, "If you vote for that bill, I will make it my life's goal to make sure you are removed from office in the next election ...".

They will listen if the uproar is sufficient.

My tinfoil may be getting loose, I'm starting to think the Democrats and Republicans are starting to collude on the most important immediate issues. Just to be clear, collusion is not compromise, which will be used in an attempt to snow the sheeple of the US.
