if you have cable internet. you will probably have to clone your modem mac address.  its a setting in the router itself.

Verify that you have the DHCP server on  the new router setup correctly.  Open a cmd and type ipconfig /all and make sure you have an address on the same network as the router.  if it's 169. than that's your issue.

The cable modem is linked to to the router via the WAN port with Cat 5 cable, right?

another thing, if this is a wireless router with switch ports, try the local ports first, verify connectivity than attempt the wireless.  Work your way one step out of the issue...

Check the IP of your pc with the IPCONFIG /all command.  You'll have to give yourself a static IP (not DHCP) the first time so you can get to the 192.168.1.1 web interface.

Give yourself a 192.168.1.X address with a 255.255.255.0 mask.

That's you issue I bet.

He wouldn't be able to ping it if he didn't have a valid IP.

linksys config page

edit

the ethernet cable from the cable modem should go to the WAN port of the router.  then port one of the router should go to the network card of your first PC
