That's why you choose a powder bulky enough to fill the case when using a progressive loader. Bulky powders make overcharges impossible.

I heard that an undercharged round can also cause a kaboom in revolvers.  Where the slower moving bullet down the barrel will cause the pressures to remain longer in the chanber.  The guy's writeup stated that he was trying to use lighter loads...

Big +1.  I also have a RCBS powder checker in one station.  I get paranoid about using small amounts of Bullseye to make subsonic 9mm loads.

They might make DOUBLE charges impossible, but overcharges are still possible in most cases.  This is especially true of older cartridges like the .38spl and .45 Colt.
