Why do most online sites say LE only?  

I thought regulars colud buy it.

OK, now that I know we can, can we buy all levels or only up to a certain level?

You can. That doesn't mean that sellers can't limit who they'll consider selling their stuff to.

We once hoked up an armed securtity guard for two counts of firearm possesion by a convicted felon and body armor possesion by felon... pretty amusing to see his face when he was arrested.

Anyways, no limits on non-LEOs bying armor other than the seller's own
