When I scroll up or down on any site or document, it looks like there is a wave moving up and down the document. The scroll function works but is sluggish and I see the very annoying wave.

It used to just move up and down the document quickly, now this.

Any ideas on how to fix this?

If you're using XP, maybe try the Restore feature and see if it fixes itself...?

Try installing the latest driver for your vodeo VIDEO card?

Where do I go to find the restore feature?

This is an Army computer at a civilian university. I have no idea where the driver cards are.

Try Windows Update, look for updated drivers for the hardware.  Sounds like a video card driver issue to me, too.
