mongolian spots maybe, thay are genetic if it is, my daughter has one on her thigh. Asian's, american indians, eskimos etc. are all geneticly predisposed to them.

It's from "Cupping".
It's another "Holistic/Asian/New Age" type of "Treatment" that allot of Examples......  Of course HollyWeird LOVES it too!! here is a picture of Gwyneth Paltrow's back after a "Cupping"  Notice how it has the same welts? This guy just had it done on his forehead. Tall Shadow
