When a person #1 is mad at person #2, why does he/she say things like "God is punishing you!" or "You are going to hell!"?

When person #1 says that to person #2, do you think person #1 has  a guilty conscience that he/she has to say something like that to person #2?

I get the feeling that someone like person #1 is trying have some kind of control over person #2 by telling him/her that God is punishing them or they're going to hell.

Why Do They Say "God is Punishing You!"?

Because I looked at porn.

What?  There was more to the question?

What right does man have to dictate or assume what God is doing?
I would consider that taking the Lord's name in vain...

They want to believe it even though they know it's irrational.

Because they can no longer  burn people to death that don't believe like they do.

The reason I asked the question because my mother is a devout Roman Catholic.  She was trying to convince her nephew to make up with his sickly father who lives in the Philippines.  Father and son haven't spoken for about 5 years.  His father sent him money but the son refused to accept it.  So, my mother said to her nephew, "Your papa sent you money and you refuse? God is punishing you now because you hate your dad.".

She has said "God is punishing you." a few times from previous incidents.  It kind of bothers me when she says that.  Sometimes, I think she's gone too far by saying that.  Hell, I think she's gone nuts.

Rev. 3:19:

As many as I love, I rebuke and chasten: be zealous therefore, and repent.

He wants us to obey Him.

Because they are personally offended by the other persons acts and they think that God is on their side and that they speak for whatever views God has. A lot of people cast God in their own image of what they think God is; therefore they think God shares their own viewpoints. They think it will bolster their own views to call on God  as supporting their views. Its all superstitious mumbo jumbo.

The whole Book of Job.

God made a wager with the devil that he could not destroy Job's faith. You don't thing the same God would punish you if you lived your life in total sin without regard.

God is the Alpha and Omega. The same God that turned a woman into a pillar of salt for looking over her shoulder will break bad on you too.
