I think all non-smokers should be given a canister of pure O2. Not for breathing though, so they can spray it on the end of the smokers cigarettes. That's the equivalent of the "my smoking doesn't effect you" discussion, and it'll take care of smokers smoking around people that don't and blowing smoke in their faces.
