Yep, before they improved Highway 14. Possibly one of the loop roads. Garlock Hills/Mountains to be sure.

And speaking of that area, if you go to google earth and look just south of red rock canyon there's a large oval track that you can't miss. Zoom in and you can see a smaller 'road course' in side the oval and a dirt track area. This is Honda's test track facility and security there is tighter than you'll find in most areas of the nearby military test ranges.
