This photo has been around for a while.  If I recall correctly those who would know determined it was some pathetic little diseased up, "birth-defected" dog.

Those not in the know were trying to say it was El Señor Chupacabra, fearsome ruler of the night.  All I can say is, if that's a Chupacabra it's a pretty sorry excuse for a "monster".
