Has anyone else looked into the fair tax?

It seems to me that this would solve most of our illegal problems, as they'd pay more tax than the average american would.  Anyone know any downsides to it?  On the flip side, who supports this?  Does it have a chance?  I've been told it was introduced in both the house and the senate in 2005, which seems to be a fairly solid chance.

(quick overview:  the fair tax would replace all federal taxes {hah, no not nfa, sorry} with one 23% retail sales tax.  No more Medicare tax, no more income tax, no more SS tax, no more death tax, one unified tax, with each head of household getting a monthly rebate for their tax burden at poverty level spending)
