ETA: I'm pretty sure that those strands are cobwebs, but what about the discoloration?

Thanks. I cut another access hole to probe the discolored area and it is solid. I think I'll spray the area with some fungicide anyway, just to be safe.

Looks more like corrosion under whatever is coating the metal. Or an ungodly amount of weld spatter under the coating.

I have never heard of dry rot on wood, only rubber and rubber products.

"Dry Rot" is also used as a generic term for fungal infestations on timber as well. Unchecked, it can do massive destruction to a house.

I never heard of it either until a year ago.
