i sometimes hear people referring to "pre-1964" guns.  what is so special about guns made before that date?

That refers to Model 70's mainly.

Right.  There  was a change in desing and, I feel, a big change in quality right around then.  I had a 1950s 94, and one could seee the difference.  Yes, that is yet another "gun I shouldn't have sold" story.

Also the pre 64 Model 88 and 100 Winchester have better checkering. I don't know when Winchester made the switch but the old checkering is desired more than the crappy basket weave.

And Model 94's as well.  Differences were in especially apparent in the fit and finish of the rifle.  I have a 1956 vintage Model 94 that needs to be reblued (the previous owner did not take care of it).  Anyway, the gunsmith said he would rather refinish a pre-64 than a post-64 because the metal was treated differently back then and affects the way the rifle would be refinished.

Also, Winchester 94 lever actions made from 1964 - 1981 (I think) were of cheaper construciton that pre-64s, with cost-cutting production methods and troublesome bluing.

ETA: MC man kinda beat me
