He can see fine. With the cap on in daylight you can see.

IIRC on Gen I and Gen II you need to have the cap on in daylight when the NOD is on or you will damage the unit.

He probably wishes that he didnt have the hole in the cap so he can see - then he wouldnt see the impending kaboom and serious hand injury coming.
