It is one messed up story.

Someone is hired to be a cop that has a criminal record.

Said cop is seen driving around in his private car with a convicted felon.

Said cop has affair with said felon, who is also a man.

Said felon uses cop's issue handcuffs and possibly his issue weapon to rape somebody while said cop was upstairs "asleep".

Said felon then uses cop's private handgun loaded with issue bullets to kill somebody.

Said cop's chain of command was warned repeatedly about the danger his decisions and lifestyle (shagging a violent felon) placed for the public and the department.

Said chain of command did nothing.

Said police department is now being sued.

The officers from said chain of command most responsible for taking no action have now been promoted to the two highest positions in the department.
