Popular mechanics had an article on them a few years ago. You can build one big enough to take out a small city for about $500.

PolyPhaser Corp. in Minden NV. make a surge protection device that protects against electro magnetic pulse. I think its called the IS-NEMP.

I would pay up to 1000 bucks for the parts to build a small one for cars mostly. I did heavy research a few years ago and good/real plans could not be found. $500.00 for a whole city...I'd have to see it to believe it.

Are you in HS or College?  You might as at your library for access to online journal databases.

Here's my search on "Electromagnetic Nuclear Pulse".  Some of the articles aren't accessable without a suscription to the journal, but at least you know what to ask for at the library or the library interlibrary-loan desk.
