I know the barrels have been blanked, but ain't it illegal for anyone to have a new FA receiver? Why do the movie bigwigs get away with it?

Some of the so-called firearms don’t shoot blanks; they use a gas feed system of some sort that makes it look like they’re shooting blanks.  Granted some Hollyweird types do nothing but shoot blanks all day long, but that’s another subject.  There was a thread about the fake prop guns last year.  Maybe somebody else might remember the Home Page of those fakes.
