On a call everything is great until someone else calls in.  Then both calls get cut off.

Where do I start troubleshooting?

I have Bluetooth in my car and the actual Bluetooth module crapped out at one point. Brought it in to the dealer, they yanked it out, replaced it and all is good. Your car is probably new if it has Bluetooth. If so, the dealer will replace the module for free.

So its the car module?  Or is it some setting in the system that prevents the second, incoming call from going to voicemail?
