Uhhhh... to put one together your self is going to take a butt load of special tools. I would say get with a smith and spec out what you want and have him make it for you.

If you have to ask us the caliber/stock/action I doubt you have have skill & experience needed to make it a tack driver.

Action: Single shot falling block
Caliber: 20mm ATR
Barrel: 130 cm helical fluted carbon barrel (has to be a metric length to have the correct twist for the 20mm round).

Whatever else you need:
Meade LXD75 AR-5" Telescope with machined rings and bases
4 point, 8 direction servo actuated rifle rest
laptop computer with Sure-Shot sighting software

Then just point and click for long range sniping!

Savage 110.  You can even do it yourself. Buy a bbl nut wrench, action wrench, bbl vise blocks and have at it.  We are getting together a group bbl buy at the savage forums.

You also don't want to know that Bass Pro had the Stevens 200 in 270 or 30-06 on sale for $199.00  !!!!!  Either would make a good donor for a long range gun. The 06 is pretty good in it's own right . Better than the 308 by about 100 to 200 FPS  which means something at 1000 yds.

Get yourself a copy of the Brownells and Midway catalogs.  They’ve both got everything you need (other than a 32 inch tube – I haven’t a clue where you’ll find one of those).

Your very first purchase should be a good gunsmithing book or two so you can find out what you’re getting into.

common, you could build a crappy bolt gun with a spring, some pies and a 2x4!

Justt be ready for gas burns and face shrapnel!

Edit: Pie (both kinds) is nice, but i meant pipes...

Check on using a 98 Mauser action as hundreds of thousands of these are out there and have had mods. done like your thinking. With the 300WM you would have to open up the bolt face, might want to stay with a cal in the .473 bolt face line. You will never get the money that you would put into one but the experiance lasts a life-time. If you do decide on the Mauser action get the book by Jerry Kuhnhausen on The Mauser Bolt Actions. Good luck

Here you go.  Shoot the factory bbl and stock for awhile . Buy good optics and mounts and trigger first.  Then a bbl.  Then a stock.  You can actually work the stock trigger down to a safe 2.5 lbs.
