The tab is laid out like the fretboard of a guitar... basically.
So if you have a G chord the structure looks like this...
e ---3---
B -------
G -------
D -------
A ---2----
E ---3----
Since they are relatively in a straight line from top to bottom you fret all those spots at once and then strum all the strings to make a chord.
A C chord would be like this
e -----
B ---1--
G -----
D ---2---
A ---3-
E ---x-
The x means play all the strings but the top one.
ETA: If you have something like this
A -----------------3--------5
E---3------5----
Then you fret the top string on the 3rd fret and pluck that one string, then the 5th fret, then you move down to the next string and play on the 3rd and 5th frets plucking the string designated at the left once for whatever duration of the indicated fret position. You won't know the note duration by looking at tabs, so you'll either have to know or listen to the song you're trying to play to get the rhythm.
