I have a friend( really!) that is married and has had an "experience" with another women. Basically they kissed passionately and she fondled his "chicken".

Is this cheating? Is it just as bad as going ALL THE WAY?

I know Bill Clinton didn't have sexual relations with that woman, it was just oral sex. What is your idea of cheating? Does penetration have to occur? Or is it merely the act of placing yourself in that position?

Cheating?  Yes.
As bad as all the way?  I'd say no.  But still bad.

If you your friend had a few too many drinks and got a little frisky with someone, but then snapped out of it, felt mortified, and excused himself to go home, then I think no real harm done.

But the mistake should be learned from.  He should not let himself get into such a potential situation again.

I think this is the general rule.  You should ask him that, and if he says no, then suggest that he stop, for both their sakes.  Also, if your friends with his wife, well, I don't suggest telling her, necessarily, but maybe you should distance yourself from both of them.  This could get ugly.

Most men think that cheating is going all the way...

Some men say that "eating ain't cheating" and only consider intercourse to be infidelity.

Ask almost any woman and they will say that if a husband even talks about any subject with another female that they would not discuss with their wife, it is called an "Emotional Affair" even if he never put his hands on another woman.

Funny. Less than a day ago I left ship with a short stop to my shipmates house where I was picking his daughter up to take her back to college.(It was along my march route home and I did it as a favor)

When his wife kissed their daughter good bye, I said 'Boo hoo hoo. I'll miss you,too!' so she gave me a hug and a peck on the cheek to the amusement of all present. We shared a chuckle.

If Mrs Pic was present, she'd have probably shook her head and smirked.
