Man are you stupid.....Just kidding. Its a Curio and Relics license or a type 03 FFL. It allows normal people to receive C&R guns without going through a dealer, they are just shipped straight to your house. There are companies that cater to C&Rs and you can get discounts at some places and get your old rifles a lot cheaper than Joe Blow. Anything I forgot?
