This delay really isn't unexpected.  DFAS is a large, slow moving creature and I'm at a loss to think of any way that a service member could get a special check cut for gear.

Furthermore I don't know how Mrs. Dodd expects the local commanders to do any better.  Units have charge cards to do local purchases with, not stacks of cash with which to repay soldiers.
