I doubt we will still have the legal right to have much when this happens but when energy weapons become more standarized will civilans be able to use them under the 2nd amendment?

2nd Amendment, yes.  Legally, no.  If energy weapons are the weapons in common use by the military, then we are required to have them.  The thing is, by the time they are in common use by the military and LEO's, it will be illegal for civilians to own them.  I'm guessing they will also have armor technology that will negate the effects of projectile weapons as well.  So, it won't matter if we have projectile weapons or not.  Of they are considered arms, we have the right to bear them.

Energy weapons are arms, yes.  Whether the government will once again completely ignore the Second Amendment and ban civilian ownership anyway is another matter.

Dont let the trolls decieve you.  Not only are gun laws not likely to stiffen in the next few decades, there will probably be more repeals.  The Sporting Purposes Clause, the Import Ban, the Machine Gun cealing, and the CLEO sign off requirment are all ripe for either repeal in Congress or being overturned by the courts.
