What is the "Unique Personal Identification Number" in block 9?

Even the BATF has become racist in the wake of New Orleans !!!

We haven't gotten any white ones yet, but we still have a goodly stack of the yellers.... The color change will now confused 48% of the customers, I'm so happy it's only a fill in gig for me.

Yeah. I got them yesterday.

I was surprised - I hadn't heard about an impending change.

Oh by the way, the guys at AIM surplus told me it is okay to fax an FFL now - instead of sending an original copy signed in ink.

Has anyone heard anything about this?

It was in the last bulletin.  You can now fax a signed copy.   But many distributers are asking for a mailed in copy  from C&R holders anyway.   If BATFE would just put the C&Rs with the other FFL online verification it would resolve this issue.

They don't take effect until 10/17/2005.

Original question #13 was split into two parts for better understanding.    I was hoping that the Serial # block was shortened and the Type block lengthened.  And, they could have made a few more lines to list more than three firearms.  Section D could have been placed on the last page with all the room there.

NICS provides individuals with a UPIN that want the FBI to maintain info about them.  It is supposed to eliminate a pending status.

It is a number assigned by the FBI to persons who have problems with delays or denials from the NICS.  The FBI will establish a Voluntary Appeal File for those persons who want to take advantage of it.  See the link for the Feb 2005 BATF FFL Newsletter.  An explanation of the program is on page 8.
