Except that the object in the pics above only has the ability to move on one plane. The wooden barrel shaped part also has what appears to be a hand operated valve on the bottom and another hole on one side.
I think it is some sort of early plumbing fixture. A pump would pump the fluid into the barrel through the brass fixtures on the side, and then that fluid could be released by operating the valve at the bottom. Not sure why it has the gears so it can rotate thogh. Maybe it had a directional fixture that could be attached to the bottom valve.
ETA, looking back at the pictures, it appears to have multiple fixtures on the side, one at the mid level and one up higher. Perhaps the fluids inside could be pressurized as well.
