Mike Brown, Former FEMA head who recently resigned over much controversy, testified yesterday before a congressional committee.  Brown blamed the who fracas on the Governor of Louisiana and N.O. Mayor Ray Nagin.  Brown was quoted as saying:  "It's all their fault... especially that Nagin guy.  The problem is Nagin has no testicles and a small penis."  

After making this startling statement, Brown showed the Committee the approximate size of Nagin's penis as the two men both were in the Men's Room at the Superdome one day after Hurricane Katrina.



Mayor Nagin disputes this recent claim by Brown.
