Do you have to pay for it or can you just dl it from steam if you already have HL2?

gah!!!
I just paid for it, but it says things are too busy. Just after the developers admitted that STEAM SUCKS in Computer Gaming Monthly last month, they still haven't beefed up the system enough... and this is just for DOD, imagine the rush for Half Life 2: Lost Coast or Aftermath |

Paid for it, waited for it, played it for about 5 minutes. Same exact gameplay as DoD. It's back to BF2 for me.
