Photoshop Elements is cheaper than Photoshop and has the basic features that a non-pro person would need.

PhotoBase3 is what I use. I think you can find it as freeware on the internet.

I dont know about which is the best one to buy, but Adobe Photoshop CS2 is the best one to "acquire"

Gimp, because it can be powerful if you need it to be but it's totally 100% free (legally free)

+1 on Photoshop Elements, there's a good reason that Photoshop is the industry standard.
When picking a program don't just look at the tools it has, look at the quality of the tools. Photoshop uses much better algorithms than the others. In the simplest terms, color correcting in Photoshop will generally look better than in other software. Have you ever noticed people "fixing" a bad photo using cheap software comes out looking kinda funky? Grainy, unnatural colors, splotchy, etc.? Thats from the programming itself. It's more complex than much of the cheaper stuff but the basics are easy to learn, tons of online tip & tricks. The real advantage is that when you do finally need to do something more complex the tools will be available. |

photoshop elements 3.0 was recently released, and it has almost everything photoshop has, except a few thing that a non-pro would probably never want or need. It is about $90 retail.
Probably overkill for just resizing, but it is fun. |
