It would appear that Blackwater types do not meet the legal requirements for armed security guards in LA. The state has clear laws for armed security guards.

Additionaly the cops that are cong in from states like Michigan and California are not sworn LE officers in LA.  Under what authority are they doing LE?

The Blackwater guys are not cops and it appears they are not being disarmed.

As usual, the elite will have their protection.

most states recognize (per statute) other state's leos when they are on duty for their own jurisdiction, how hard would it be to extend that in an emergency.

Yup.  It is also a tradition in LA for LEOs to carry several commissions usually from Feds and the State for Parish and city types.  Lets them search vessels and work in narc task forces on the interstates and the river.

And if you ask, or read carefully, they are only taking currently certified LEOs for the job. Its a simple matter to deputize them. That's what most of the posse laws allow for.
