They can arrest you on the grounds that you are being neglegent, irrational, and a danger to yourself.  For example, the coast guard can force you to give up your craft and take you into custody if they deem your voyage to be 'inherently dangerous'.

Most "Manditory" evacs avoid this by not being manditory, but rather a really-really strong suggestion.  Typically, evacs are named "manditory" but are really voluntary to avoid the constitutional issue as well as possible liability.

a) condem the building your at - arrest or force you on the street.

b) once your on the street, i'm sure there is something, like.. out after curfew, they can drive you out.

Legal?  They make, enforce, and judge the Laws.

Constitutional?  When is the last time that mattered? Unless you want to murder babies or screw one another in the ass, that is. 23rd and 25th Amendments to the Constitution of the United States, IIRC.

He, when we want people to evacuate the beach or coastal areas... They cut off the power and water, tell you you are fucked, we ain't coming to get you... Then we make them sign such and give them a toe-tag with their name on it.

Me, I'm a rational adult... If I am 12' below sea level and a fucking Cat4-5 is coming, I am leaving... If I am above sea level and think I am okay, okay, I stay.
