Let the free market work it out.

If he 'gouges', and others don't, then he won't make any money because no one will be buying at his station.

Also, 'gouging'  means that fewer people will be filling their tank in a panic, thus there will be more gas available for those who actually need it.

I have seen $3.05 and $3.35 within 30ft of eachother, guess whos pumps were empty?

The problem is that the gas you are buying today was bought and processed weeks ago, before the hurricane.  Gas stations always seem to raise their prices in anticipation of problems.

That is to prevent the tinfoil beanie wearers from HOARDING the gasoline and killing the supply.

The refiners make about $0.12 per gallon on average which INCLUDES the times where prices MUST increase to prevent the supply from going dry.  Which means some of the times they LOSE money on the sale of gasoline.
