Will the gas prices finally bring people to support building refineries, drill new wells off of California and in Alaska?

Louisiana has so much of the US fuel production because it was poor enough it could never turn down the jobs offered by refineries, refineries clustered all in one place waiting for a storm or terrorist incident to strike them down..

What can we do to encourage this line of thinking?
