How easy would it be for a terrorist to blow a hole or a group of them to blow multiple holes in it after it's repaired?

If it is a large dirt mound, like most of them, it would be difficult.
Unless you had a tremendous amount of explosive, I would suspect the damage would be minimal to the dirt pile, as the blast would be up and out, rather than downward.
Unless they buried the explosives, and used enough to open up a large gap.
Perhaps a cement wall would be easier.

A guy did just that in Missouri in 1993 so he had an excuse to not go home and could spend more time with his girlfriend.  He is in prison now.

If the water was near the top it wouldn't take much to create a small hole.  Erosion will do the rest.

Under normal circumstances, it wouldn't be so bad, but the pumps aren't running.  It'd flood some stuff, but not like this.  All the water levels are above normal, with run-off from the rest of the country flooding back down the Mississippi.  Right now, it's more the combination of stuff going on and the levees piled on top.
