I would use a dome-like arena to keep the population safe from the elements.....not just any dome either......a SUPER dome

As for firearms...

I don't know, but it'd probably be similar to the gun Al Pacino used in Heat.

It would remind me of one very dark very evil night last September when I ate 3 spicy chicken burrito value meals from Taco Bell.

It would vaporize the entire storm and a good portion of the ocean under that storm.  Yeah god makes hurricanes if that's your school of thought.   Water STILL evaporates at 212 F and nukes instantly top several million degrees.  Oh yeah, they create a wind around the speed of sound too.  So it'd destroy the rotation because everything would be blown outward by a harder wind than it ever thought about being.
