Could there be a problem with the IM system? I think someone tried to reach anotehr mod yesterday and got a similar message, even though the mod said he was accepting IMs?

I know this is hard, but think this through. It has only been what? A week and a half? It takes that long or longer just for a thorough investigation by a private attorney.

All I will say is that if you are part of the LEO community I think you should start policing your fellow LEOs and campaigning for reform from within because there is a serious us/them barrier being created.
Not between LEOs and criminals but between LEOs and honest, innocent, law abiding, freedom loving members of society that have way too many reasons to distrust you (you plural meaning LEOs not you personally).
But you probably won't take that seriously because I'm not a cop.
