Does anybody know if Yahoo mail can be traced? I am looking at reporting some cheesy stuff going on in local government and want to be anonymous in doing so. If I set up a cheesy yahoo e mail account can they trace it?

Yes it can - look in the header of a Yahoomail message and you'll see the IP address of the originating system.  That's why you use an open proxy to send hate mail via Yahoo or Hotmail.

Not if you use it from someone else's internet connection such as a Starbuck's. Or use a computer at the library.

Not really, if there are security cameras watching the street or inside the building where the cafe is.  Also, folks at the cafe would be able to identify you, if asked.  Depends on the level of security you want.  For your case, a cafe may be OK.  For other cases, it may not be.  Secure Anonymous web proxy + Anonymous Remailer, if you choose the right servers for both, is more secure.
