As mentioned, Project Gutenberg is one source.  All free, all legal.  There is an Australian version too.

For Science Fiction, try the Baen Free Library, modern books released as ebooks by the publisher--completely legal.

Almost forgot--check with your local library, and the State Library in your state--I know Kansas has ebooks available at State and local levels.
