I have the new infantrymans guide to urban warfare (combined arms in urban operations) manual on a disk and want to go to a printing shop like kinkos to print it out. I am hesitant though because of some of the extreame stuff in this manual.  This manual deals with things like taking down buildings, blowing up structures, CQB tactics, Sentry removal tactics that are really frightening and urban sniper tactics. Am I risking a predawn raid by ATF and everybody else with a taste for blood to come kicking my door in because of some dude who works at kinkos and decides to call the authorities. .

The only thing I would be worried about is if there is a Distribution Statement other than "A" on
the cover/front page.
If it says 'approved for public release' you shouldn't have any worries.

it is for unlimited distribution so it is legal to download and print.

Don't worry about it man, you think they have any time to look through the whole thing? Hell no. They might think you're nuts, or in the military anyway. They're going to see the cover when they hand it to you, that's about it.
