My neighbor has this rifle that some guy just gave him. It says: deutsche waffen-und munttionsfabriken berlin 1916. It also has what looks like GEM. 98., also a symbol with a crown and wings on it. PIctures will be up soon.  What caliber and is it worth anything.

sorry for the crappy photos my wife has the camera in florida with her.

It appears to be a heavily sporterized Gew 98 Mauser. The Gew 98 was the main battle rifle of germany during WWI.

Is it worth anything? And how do I know what cartridge it's chambered for? 8mm?

Originally it was an 8mm Mauser.  It probably still is, but it looks like somebody took the time to turn down the bolt and add a new rear sight, so maybe they screwed in a new barrel too.  You need look and see if it's got the original barrel or is marked in anyway.  I think the GEW98 barrel will be marked either 7.92mm or (I have one 7.93mm).  7.92mm is another designation for 8mm Mauser.

The value of sporterized Mausers could vary from $20 to $2500, usually around $80 - $200.  Yours looks like it might be nicer than a Bubba garage job, but its hard to tell.

If there's no marking anywhere, a smith can make a chamber casting.

You need to get the chamber checked, it might be a 8mm-'06.  There were many of these chamber mods done to alleviate brass availability.
