I recently purchased a new colt upper assembly.  It is the M4 1x9 twist step down barrel.  The detachable handle has a funny looking A and the letter B.  Is this Colt?  I am not sure.  Second, I thought I was getting an upper receiver with white markings on it.  Does colt offer that?  and the markings are C and what looks like an A and F over on top of each other.  And the charging handle, how do I know its colt?  Responses are appreciated.  I just got this today and paid $699 without bolt and carrier assembly.  Looking for help.  Please guys.  You are great at helping others.  Ralph

IMHO I do think that you got what you paid for.

If I recall correctly all of the markings that you indicated are correct.

White Markings? I don't think so, but I could be wrong.

Charging Handle? I am sure that they (Colt) get theirs from Sub Contractors if they don't make them themselves.

However, the price that you paid for the upper without the bolt and the bolt carrier is a little steep...

Also, I'm not sure what you mean by white markings but if you mean you've seen photos where there were white letters or #'s in white it's because somebody used a grease pencil or china marker to highlight them.

You're OK.  It is standard practise to highlight stamped markings by rubbing them with chalk or grease pencil to make them legible.
